Council Rates 2013/2014
Carrickfergus Borough Council met on Monday 11th February 2013 to set its budget for the next 12 months (01 April 2013 to 31 March 2014. The Domestic rate will rise to 0.3881 (2012/2013 - 0.3810] an increase of 1.86%. The Council was presented with certain unavoidable cost increases particularly in regard to landfill tax and waste recycling. The budget also takes account of payroll/pension costs. The year ahead will see greater resources applied to economic development projects, leisure and recreation facilities. The Council remains committed to providing a high quality service within a value for money framework.
The district rate pays for a wide range of services and facilities including:

How Rates are Calculated
How to calculate your domestic rates bill
Your Domestic Rates bill is made up of two elements: Regional and District Rates.
Your rates bill is based on the capital value of your property.
The Regional Rate set by Central Government which accounts for approximately 50% of your bill and the District Rate which is set by Carrickfergus Borough Council and accounts for the remaining 50% of your bill.
The regional rates are struck by the Department of Finance and Personnel as a contribution towards services provided by the devolved Government Departments and is the same throughout Northern Ireland.
Below are the Rates set for 2013/2014
1. District Rate - Set by the Council, 0.003881p in the £ for 2013/2014
2. Regional Rate - Set by Central Government, 0.003882p in the £ for 2013/2014
This makes a total of 0.007763p in the £.
This figure is multiplied by the CV (Capital Value) of your domestic property. The CV of your property is shown on your rates bill. So if your property has a CV of £100,000 your annual rates bill would be £100,000 x 0.007763 and the total payable is £776.30.
How to calculate your non-domestic rates bill
Your Non-Domestic Rates bill is made up of two elements:
1. District Rate - Set by the Council, 0.283757p in the £ for 2013/2014 [46% of your Non-Domestic Rates Bill]
2. Regional Rate - Set by Central Government, 0.3302p in the £ for 2013/2014 [54% of your Non-Domestic Rates Bill]
This makes a total of 0.61396p in the £.
This figure is multiplied by the NAV (Net Annual Value) shown on your rate bill. So if you have an NAV of £50,000, your annual rates bill would be £50,000 x 0.61396p and the total payable is £30,698.00.
